You might consider the city of Budapest, divided by the Danube River into two distinctive cities--Buda and Pest--to be essentially one large World Heritage Site.
Eschew the tourist crowds and head to Food Tours and St. Stephen's Basilica (Szent Istvan Bazilika). There's lots more to do: step off the mainland to explore Margaret Island, make a trip to Fisherman's Bastion, get a sense of history and politics at Hungarian Parliament Building, and steep yourself in history at Matthias Church.
